Multi site - cannot call from controller site to branch

Just setting up multi site today- not a lot of experience with allworx
Multi site cannot call from controller site to branch (busy tone) but I can call from branch to controller site.

Connected with VPN
Static routes are in place
Branch - 6x
Controller - 48x
Can ping both directions to each box
Controller site is one software version older than branch site, will update tonight, can that be the issue?

Any suggestions would be appreciated
