Number of handsets?

How many handsets can a single Allworx 536 handle. I'm being told 12 is the max handsets and if I have say 45 users I will need 4 536's.

Doesn't matter at this point. I ditched the prospect of going with Allworx after experiencing experiencing an arrogant partner and a equally arrogant corporate employees.
