While it might be a little bit of a pain, you can set up a separate extension or caller queue, and have the normal inbound extension recognize these numbers and route it to the new queue or extension. It will take a bit of work on the front end but then you can name their inbound ID whatever you wan...

Its not exactly what you are looking for, but you can put a line appearance on one of their programmable function keys. This will allow them to hit it and dial out from that line. Make sure they know that they do not have to dial 9 to get out (unless your physical phone lines required that already!)...
