Email when an extension is dialed?

Is there a way to generate an email when an extension is dialed in Allworx (48x)? For example, I have an emergency support extension (x123) which is setup to forward to an external cell phone (whoever is on call). Since the last route is outbound, a voicemail is never generated in Allworx, and therefore I can't trigger an email. Ideally, what I'd like to have happen, is that every time extension 123 is dialed, an email is generated to support@domain.com (notifying folks that something is up). The below looks like what I want to have happen, but I can't figure out the part about CDR streaming...

Can anyone help point me in the right direction on the CDR streaming? Specifically...
"Setup the allworx cdr to stream on port 16366. This command will telnet to the server and put the data straight into a file."
What server would be telnet to (an arbitrary server that I could then run netcat on)?
