New phone does not get incoming calls

Hello,
Trying to setup a 9312 phone. The phone will dial out but does not receive outside calls.
I guess I am missing a step when setting it up?

Outside calls from what source? You need to add the Call Appearance to an extension which is routing those calls. For example 555-555-5555 routes to x100. You need to add a Call Appearance from the object phone to x100.
