9204 handset doesn't receive pages (460)

I added a new 9204 handset to the Allworx system and everything works on the phone. Voicemail works and presence works, but the phone doesn't receive the group (0) pages. Every phone in the office is in this group and this is the only phone that doesn't receive the pages. I have gone into the admin console and checked to make sure it was in the page group and also gone into the phone preferences and made sure the paging was enabled to always. I even changed it to on hook and it still doesn't work.

Any suggestions would be appreciated.
