Inability to transfer to specific VM box

We have an extension for one particular department which has a call route set up to ring certain members of the department, then if no answer transfer to a particular user's voicemail. This suddenly stopped working - instead of transferring, if nobody answers a "Goodbye" is heard and the call ends. The voicemail box in question works fine when accessing it directly, and changing the route to transfer to another user's VM also works fine. Nothing has changed on the configuration that I can find.

Has anyone seen this before?

Check the extension route again. This sounds like it's going to an auto-attendant, possibly the default AA which would play the gretting twice then hang-up by saying "goodbye". Is this extension assigned to a user? Is the Presence "In Office" ? Is the "and finally..." set to go to the default AA?
