Is there any way to create a second outline line, say for a special group of users, that could dial 5 instead of 9 to get an outside line...and 5 would then be associated with a different external dial group?

Its not exactly what you are looking for, but you can put a line appearance on one of their programmable function keys.
This will allow them to hit it and dial out from that line. Make sure they know that they do not have to dial 9 to get out (unless your physical phone lines required that already!).

We have three divisions in my company and its a lot easier to route calls properly if everyone can call from their specific departments lines.
