Outgoing calls giving busy signal and "Check Number"

Incoming calls are going through without any issues. Internal calls from one extension to another also are not giving any issues. However outbound calls when dialed give a busy signal and the message "Check Number" shows in the display. Event Log shows:

Any ideas?
