How to overflow calls to another queue

I need help with setting a queue to receive overflow calls from another queue. I have already set up my Customer Service Queue and a Queue for Customer Service Overflow. I need to set the overflow queue to accept customer service queue calls if all agents are on a queue call.

Go to the Call Queues page and modify the the Customer Service Queue. Expand Queue is full. Did you set it to transfer to the extension that rings to the Overflow queue?
