Phone cann receive but not call out

I have one 9312 that can receive calls but cannot dial out
I ger a fast busy or check the number dialed/
Any help would be appreciated

Check the Dialing Privileges Group for this handset. Also make sure you're dialing correctly according to the Dial Plan.
