Phone Not Receiving Calls - But Can Call Out

I have three phones which have the ability to dial out anywhere and receive calls from withIN the phone network but they can't receive calls from OUTSIDE the network. All other features for the user/extension on the server and on the units seem to be functional except for external reception.

When I dial the direct number for the extensions, it takes me to a system asking for a mailbox number.
Forwarding is turned off.

Device: Allworx 6x
Phones: 9224

Here are the things I have already tried:-Switched out for a spare phone
-Deleted user/handset/extension and rebuilt
-Created new extension on server and replaced existing phone for a spare one
-Changed out for a properly working phone with the current extension
-Matched settings from working phone on non-working phone
-Matched server settings for working extension and non-working extension
-Called ISP/Phone provider and made sure there were no forwarding controls at the paren level

It’s almost as if there is an override on the server for that extension… but then when I created a whole new extension using a new phone, the same thing happened.

Are you using SIP trunks and second can you take a SIP capture with the built in tool and see whats going on with the call. See whos giving the goodbye ?
